BLACKOUT IN KAMBIA: DR. YUMKELLA’S ELECTRICITY CONTRACT SPARKS CONTROVERSY

By Mohamed Kamara | The Watch Newspaper

Dr. Kandeh Yumkella, President Bio’s Energy Minister, has attributed the ongoing power outages in Kambia District to contractor negligence. Speaking at a press briefing organized by the Ministry of Information and Civic Education on 7th October 2025, Dr. Yumkella said the contractor failed to implement agreed-upon work over the past twelve months. He announced a 90-day ultimatum for completion, after which stringent measures will be enforced.

Four days later, Mr. Ishmael Bangura, President of the Kambia Development Organization, expressed frustration over the prolonged electricity blackout. In an interview at this media house, he said the delays have halted socio-economic activities in Kambia for over fourteen months, creating insecurity fears among residents. “Kambia is the first district to arrive at and the last when traveling to neighboring Guinea. Many passengers are forced to spend nights in makeshift shelters due to border closures and fear of nocturnal raids,” he said.

Mr. Bangura raised questions about the contractor’s prolonged delays and alleged contractual complicity. “Why should the contractor be given more time after such a long period while residents continue to suffer? Why the reluctance despite repeated warnings? Was the project properly monitored after funds were disbursed? Was favoritism involved?” he asked.

He emphasized that “it is not the donors’ money that matters most, but the fair and timely implementation of the project.”
