CHIEF MINISTER URGES MDAs TO DIDGITIZE GOVERNMENT OPERATIONS

The Chief Minister, Dr David Moinina Sengeh has on Tuesday, 20th January, 2026, urged Ministries,Departments and Agencies to digitize government operations for seamless auditing and acknowledged that human behavior remains a challenge despite progress in digitizing government services.

The Chief Minister identified digitization as a major challenge in the audit process, noting that many government institutions still rely heavily on paper-based systems, increasing the risk of misplaced receipts and records.

Dr Sengeh stated that nearly all targets set in the National Development Plan for 2025, such as health, education, and agriculture, were achieved, with a few shortfalls.

He explained that the Performance Tracking Table (PTT) incorporates audit recommendations, Cabinet conclusions, and significant portions of the National Development Plan which will enable the tracking of ministerial performance against set targets and assured the public that the PTT report will be released this year as part of the government’s transparency drive.

Dr Sengeh confirmed that the Tripartite Steering Committee has been meeting quarterly to advance its work and recommendations will soon be presented to Parliament for approval.

Chief Minister echoed that president Bio led government has constructed more roads than Former President Koroma led government ,pointing out that the APC government constructed 432 kilometers of road in 11 years, whilst President Bio has constructed 442 kilometers in seven years and assured citizens that infrastructure remains government priority,with plans to construct more roads and bridges across the country in 2026.

He went on to say that ahead of 2026, citizens should expect the construction of an agricultural bank which will increased egg production, expansion of the school feeding program,and the continued reduction in maternal mortality rate, adding that they made 45 percent increment in electricity access and expansion of social protection to the informal sector.

Dr Sengeh announced that Sierra Leone will host ECOWAS in 2026, as part of their development plan which will lead to further infrastructural development across the country.

The Chief Minister confirmed that the Tormabum project is ongoing and government has cultivated 3,500 hectares, whereas the private sector has cultivated 2,000 hectares.
